打造港航生態(tài)共同體！17家港航企業(yè)發(fā)布“博鰲共識(shí)”

12月9日，由中遠(yuǎn)海運(yùn)集團(tuán)主辦，中遠(yuǎn)海運(yùn)集團(tuán)、達(dá)飛輪船、長(zhǎng)榮海運(yùn)、東方海外、上港集團(tuán)、寧波舟山港集團(tuán)、青島港集團(tuán)、廣州港集團(tuán)、天津港集團(tuán)、大連港集團(tuán)、廈門港務(wù)控股集團(tuán)、營(yíng)口港務(wù)集團(tuán)、連云港港口集團(tuán)、北部灣港務(wù)集團(tuán)、和記黃埔港口、PSA國(guó)際港務(wù)集團(tuán)和迪拜環(huán)球港務(wù)集團(tuán)等17家港口、航運(yùn)企業(yè)參加的“共建港航合作新生態(tài)”座談會(huì)在海南博鰲舉行。與會(huì)代表就港航合作進(jìn)行了深入討論，并共同發(fā)布“打造港航生態(tài)共同體：博鰲共識(shí)”。

中遠(yuǎn)海運(yùn)集團(tuán)董事長(zhǎng)許立榮首先分析了明年航運(yùn)市場(chǎng)的積極因素，指出集裝箱運(yùn)輸行業(yè)整體格局已發(fā)生深刻變化，聯(lián)盟化和規(guī)模化趨勢(shì)明顯。中遠(yuǎn)海運(yùn)集團(tuán)一直秉承港口與航運(yùn)是高度依存的命運(yùn)共同體這個(gè)理念，將以海洋聯(lián)盟為平臺(tái)，倡導(dǎo)港航企業(yè)創(chuàng)新合作模式，進(jìn)一步加強(qiáng)合作，建立溝通機(jī)制，互相理解、互相信任、互相支持，實(shí)現(xiàn)產(chǎn)業(yè)鏈各領(lǐng)域更深、更廣闊的合作，共建國(guó)際航運(yùn)新生態(tài)。

各方一致認(rèn)為：當(dāng)前國(guó)際航運(yùn)市場(chǎng)持續(xù)低迷，既有全球經(jīng)濟(jì)不振，航運(yùn)需求持續(xù)低迷的原因，但同時(shí)，也要看到新技術(shù)、新模式、新航路的出現(xiàn)，必將推動(dòng)行業(yè)深刻的變化。面對(duì)巨大的挑戰(zhàn)和機(jī)遇，港航企業(yè)應(yīng)著眼于未來(lái)市場(chǎng)的規(guī)范健康運(yùn)作，攜手維護(hù)行業(yè)的健康穩(wěn)定發(fā)展，增進(jìn)客戶利益；順應(yīng)行業(yè)發(fā)展趨勢(shì)，共同打造港航生態(tài)共同體。本次座談會(huì)深化了有關(guān)各方對(duì)行業(yè)發(fā)展前景的認(rèn)識(shí)，為構(gòu)建行業(yè)生態(tài)而加強(qiáng)協(xié)作協(xié)調(diào)創(chuàng)立了良好開(kāi)端。

當(dāng)天下午，“中遠(yuǎn)海運(yùn)集團(tuán)暨海洋聯(lián)盟2017年港航交流會(huì)”在海南博鰲同期舉行。海關(guān)總署原黨組成員、國(guó)家口岸管理辦公室主任黃勝?gòu)?qiáng)，中遠(yuǎn)海運(yùn)集團(tuán)董事長(zhǎng)、黨組書(shū)記許立榮，“博鰲共識(shí)”各方以及其它中國(guó)港口公司、中遠(yuǎn)海運(yùn)集團(tuán)主要航運(yùn)公司等出席了會(huì)議。
會(huì)上，黃勝?gòu)?qiáng)發(fā)言表示，國(guó)家口岸管理辦公室高度認(rèn)同博鰲共識(shí)，港口和航運(yùn)企業(yè)著眼于未來(lái)市場(chǎng)的規(guī)范健康運(yùn)作，順應(yīng)行業(yè)發(fā)展趨勢(shì)提出共同打造港航生態(tài)共同體，將有利于開(kāi)創(chuàng)并引領(lǐng)導(dǎo)國(guó)際航運(yùn)物流業(yè)健康可持續(xù)發(fā)展的新局面。
隨后，海洋聯(lián)盟各方與主要港口及港口運(yùn)營(yíng)商代表進(jìn)行交流發(fā)言。海洋聯(lián)盟四方分別向與會(huì)代表介紹了“2017年海洋聯(lián)盟航線布局及產(chǎn)品”與各自的非聯(lián)盟航線產(chǎn)品。上港集團(tuán)總裁嚴(yán)俊、寧波舟山港集團(tuán)總經(jīng)理蔡申康、青島港集團(tuán)總裁成新農(nóng)、和記港口集團(tuán)董事總經(jīng)理葉承智、中遠(yuǎn)海運(yùn)港口副總經(jīng)理陳鏗分別交流發(fā)言。海洋聯(lián)盟四方分別與上港集團(tuán)、寧波舟山港集團(tuán)、青島港集團(tuán)、廣州港集團(tuán)、天津港集團(tuán)、大連港集團(tuán)、廈門港務(wù)控股集團(tuán)、連云港港口集團(tuán)等聯(lián)盟航線掛靠的8家國(guó)內(nèi)主要港口，及和記黃埔港口、PSA國(guó)際港務(wù)集團(tuán)、迪拜環(huán)球港務(wù)集團(tuán)和中遠(yuǎn)海運(yùn)港口等4家世界知名碼頭運(yùn)營(yíng)商簽署服務(wù)支持備忘錄。

Co-building an Ecological Community of Port and Shipping Enterprises: Boao Consensus

On December 9, 2016, China COSCO Shipping Corporation Limited, CMA CGM Group, Evergreen Line, OOCL, Shanghai International Port (Group) Co., Ltd., Ningbo Zhoushan Port Group Limited, Qingdao Port (Group) Co., Ltd., Guangzhou Port Group Co., Ltd., Tianjin Port (Group) Co., Ltd., Dalian Port Corporation Limited, Xiamen Port Holding Group Co., Ltd., Yingkou Port Group Corp., Lianyungang Port Holdings Group Company Limited, Beibu Gulf Port Group, Hutchison Ports, PSA and DP World, a total of 17 shipping and port enterprises (collectively referring to as ‘All Parties’) held a forum on "Co-building a New Cooperative Ecological Community of Port and Shipping Enterprises " in Boao, Hainan. During the forum, all Parties held extensive discussions about prospects and plans of exploring new business models, co-building an ecological community of port and shipping enterprises and promoting healthy and sustainable development of shipping industry.
All parties recognized that, current downturn of international shipping market shows the weakness of global economy and shipping demand. Meanwhile, the emergence of new technologies, new models and new routes is bound to promote profound changes in the industry. Facing with enormous challenges and opportunities, we should focus on normative and healthy market operation in the future, jointly safeguard healthy and stable development of the industry, and improve customers’ services. We should also adapt to developing trend of shipping industry and co-build an ecological community of port and shipping enterprises. Boao forum has deepened all parties’ understanding on the developing prospects of the industry, and has created a good start for all parties to strengthen cooperation and coordination to co-build industry ecology.
All parties consent to the concept of healthy and sustainable development, contractual spirit of trustworthiness and tolerance, basic principles of long-term perspective, mutual benefit, complementary advantages and joint development, and will work together to build a win-win cooperative ecological community of port and shipping enterprises.
All parties agreed that, we will follow market upheaval, reshape market ecology; adhere to rational development, prevent systemic risk; encourage value innovation, promote in-depth integration; improve quality and efficiency, respect value achievements; and strive to achieve mutual benefit and win-win developments.All parties unanimously decided that, by further deepening cooperation mechanism, expanding scope of cooperation, advocating and practicing fair competition, we will provide customers with reliable shipping, logistics and port integrated services by jointly promoting co-building and sharing, and will play a leading role in safeguarding fair and equitable, standardized and transparent market environment.
All parties firmly believe that, by co-building an ecological community of port and shipping enterprises, it will be beneficial to maintain the common interests of all related parties. We will also overcome current severe challenges and create a new era of healthy and sustainable development of international shipping, port and logistics industry.
